Certain things cannot be emptied from my trash. I have looked online and followed the steps. Nothing works. Will a factory reset remove them? I have been thinking about a factory reset anyways.

Did the files you can’t remove come from an external drive? In that case, reconnect that drive and try again
Factory reset will remove all the user data on the mac. What you can do is open the trash, press the “empty” button and press the affirmative. Or you can press ⌘+⇧+⌫ and again, press the affirmative. The user trash is located at ~/.trash if you deleted a file from iCloud it will be in the iCloud trash (which is a .trash too) to see the folders in finder press ⌘+⇧+. Yes, the period is included in the quick key.
This is what I am seeing. About five things similar to this will not delete.
