What happened to shuffle? It doesn't feel random anymore.

Why does shuffle have a tendency to "shuffle" the same songs over and over? Shuffle doesn't feel random but rather is weighted on other factors (perhaps licensing, labels, trends, etc). I have multiple mixtapes with shuffle on and have found that they consistently play the same songs over and over.
