Apple Music not automatically downloading one new iPhone 17 Pro

I use Apple Music, with an Apple One Subscription, I’ve always downloaded all my songs to my phone. I’ve always had Automatic Downloads and Sync Library turned on in my settings on my past iPhones. In the past, anytime I got a new phone and installed my most recent backup, all my songs would automatically download to the new phone. Ever since I got this new iPhone 17 Pro running on iOS 26.1, my songs won’t auto download. If I add a new song to my library or a playlist that song will download. But the hundreds of songs in my Apple library are not automatically downloading. I have over 150 gigs of free space, so it’s not a storage issue. I’ve tried uninstalling Music app and reinstalling. I’ve tried unchecking, restarting and re-checking automatic downloads. If I uncheck Sync Library and recheck then go to Music it says it’s syncing my library but nothing actuall happens. I’ve even gone to Apple Music and Device Manager apps on my laptop with the iPhone plugged in and still all my songs are not downloading. Is this some issue with the new iPhone?
