Screen Time preventing private browsing and clearing search history

For some reason after my iPad and iPhone updated to the newest IOS versions I have no longer been able to use private browsing on safari or clear my search history on either device. This issue has persisted no matter how many videos I watch on how to fix the issue, no matter how many times I restart the devices in question or how many times I fiddle around with the Screen Time settings.
