I purchased a new iPhone. I completed the transfer from my old iPhone and everything seemed ok apart from NOT being able to Sync iCloud Passwords & Keychain to either of my phones now

If not, try to turn it on.

Check you’re using a passcode (required for Keychain sync)
iCloud Keychain refuses to work without a device passcode. Passcodes are not transferred between iPhones.
