Money charged but App Store showing pending payment

so my money has been charged from my bank account but the App Store shows that I have a pending payment causing me not being able to install any apps. I tried reporting the problem and no one came back to me although it stated they only needed 1-2 days to reply. I tried clicking on the refund button and they refunded the amount to me, but the thing is I actually used some of the coins when I topped up my account. So I decided to just pay back the refunded amount so that things can be cleared. Now Apple is automatically charging me when I’m using other services to top up, how do I contact them?
