How does one install MacOS 26 with automatic logon turned on? It appears that FIleVault automatically turns on during installation which locks out the automatic logon feature. Since we want to use the automatic logon feature, I apparently need to prevent FileVault from being turned on during installation.
How do I do that?

You don't. You can turn it off once installation is complete.
Just turn Filevault off. See the following Apple article:

Having worked with several users who discovered FV was Automatically turn On with Auto Lo In Already turned ON
To avoid potential issues after the fact
Turn Auto Login OFF before the installation of Tahoe
Once installed is successfully
Turn FV OFF
Reverse the previous step and turn Auto Login back ON
The drive itself is already encrypted
FV only adds an addition layer of protect
