Ok, you need to change how that button behaves

Go to Settings on Apple TV 4K.
Go to Remotes and Devices - TV Button- elect Apple TV app if you want to press to open the Apple TV app. Select Home Screen if you want to press to go back to the Home Screen

What pop up? Asking you to subscribe? If so click on it, then just don’t continue further, it should dismiss it.
