iPhone: Non-contact calls go to voicemail after iOS 26

Since my blind friend updated the iPhone software to iOS 26, all his calls are forwarded to voicemail unless it’s a contact on his phone. Being blind he uses voice over so it may be connected with this as other sighted people are not having the same issue. Voice over helps the unsighted use their iPhone. 75% of blind users hace an iPhone as its more user friendly.
