Spam emails and restricted contacts

I’ve been restricting an increasing number of spam emails, some of which persist in arriving in my inbox (first question). More frustrating is that now many of my family members and closest friends also now show up with the deleted sender symbol, and those symbols cannot be removed by following the process in reverse (to remove the "restricted" labels). Appreciate advice on how to resolve these two email issues.

Is this the Mail.app?
