Will apple repair this to do a data transfer?

Data transfer to where, exactly? In order to copy your data, your data has to be backed up. If the phone isn't operational and the data has not been backed up, then no, Apple can't transfer the data to anything.
Sorry, but that phone is beyond fixable. If it isn't operational, there is no way to back it up and Apple will have no way transfer the data to a new iPhone. Backups MUST occur before catastrophe strikes.
I bought a new phone, all of my iCloud data hasn’t been saved since July. I was wondering if I get it fixed if I’d be able to get the current data that was on there.
With that bend, Apple will surely not fix it anyway

Are you SURE that Automatic iCloud Backups hasn’t been running all-along ?
