Adding Adult Under Guardianship to Apple Cash Family

I want to add add my adult son (who is under guardianship) to my Apple Cash Family. Since he is identified as an "Adult", I don't currently appear to be able to add him. How do I add my adult son (who under my guardianship) to Apple Cash Family?
