DOB for a child could not be changed

The date of birth for child could not be changed because of a server error. I originally entered the date of birth incorrectly and I'm trying to edit it. I've followed the steps to change DOB for a child under 13, but when I get the parent email to verify I get an error from apple that says "The date of birth for <child> could not be changed because of a server error". I've tried multiple times over multiple days and always get the same error message. How can I contact apple support directly to get help?
