Apple Watch Face Complications missing in Watch app

It appears that there is a bug with Apple Watch Face Complications. I have iPhone 17 Pro and Apple watch Series 11. Both of them are updated with OS version 26.1.

With my previous phone 12 and Series 7 watch, I used to set up the face complications through the phone. However when I attempt to do it with my current phone and watch, I notice that many complications are missing in the list of available options. For example, Alarm, Heart Rate, or Weather and many more.

Strange though is, I am able to set up these additional complication on the watch itself by going into face edit mode. Using this method I set up Alarm, Heart Rate and weather. But when I look at the watch app in my phone these manually set up complications still do not show up.

Leaving it with Apple Tech team to review and rectify or educate me to resolve this issue.
