Getting Ethernet to Work in Recovery Mode:
Reset SMC and your NVRAM Thrice:
(Applies to Intel-Based Macs Only) Sometimes, changes (i.e. Formats) are made, and then settings (i.e. For Ethernet Ports) become manipulated, technically. So, reset both. Note that this may take three tries just to reset them successfully. It may take some time to perform this. So, be certain you have the time to do so.

I have found that the Thunderbolt port on those older MBAirs tend to become dirty. Try reseating the Ethernet Adapter multiple times to try & clean the contacts of the port.
Try using WiFi instead.
Why are you needing to reinstall macOS? The problem causing the need to reinstall macOS may be the same reason you are having problems reinstalling macOS.
Did not write MBAir name or password. Connected to modem via Ethernet. Trying to install from bootable flash drive (named Install macOS Monterey). No indication that installing is occurring. "Continue" button stays on.
The only reliable method for creating a bootable macOS USB installer is by using the instructions in the following Apple article:

Also, try using another USB stick since most USB sticks are junk and Macs are very picky about the drives used....especially for booting.
Once more.....what problems are you having with your MBAir that requires you to reinstall macOS? More than likely those issues are also causing your problems reinstalling macOS.
