I am trying to log in to my Apple account but I get a message that says Oops something went wrong. No explanation, so I don't know why.
My main reason for connecting is that I would like to convert a document in Pages over to a Windows 11 laptop and edit and print from MS Word.
So I was trying to upload it into the iCloud, but if there are other ways that would be useful to know

I would reboot Windows 11 after the installation and then try accessing your iCloud account again.
If you successfully access your iCloud account, launch Pages and open the Pages document that you wish to download as Word (or PDF¹). Click the ⋯⃝ button on the Toolbar and select Download a Copy from that menu. Now, you can choose Word (or PDF). It will pause while exporting the Word document and then download it to your Windows 11 laptop.
¹ You can use Microsoft Word to open and convert a PDF to Word .docx content. This may cause minimal spelling and punctuation issues that need to be cleaned up.
