I’ve been trying to add card to my wallet but it won’t even display the card form entry, just showing this message and if I click “Learn More” it’ll refer me to a support website.

Does your banking institution support Apple Pay?
Your user name is sort of misleading. What country are you currently in? What country is the bank that issued the card in and what region is your iPhone set to?
I’m definitely over 18, tho I changed my region recently. The thing is, I added a card to my wallet before, so I removed the previous card to add a new one. But clicking the “add card” icon on the screenshot below, I’d get that error message instead of the card entry form to add the card.
My phone region is set to United States and I’m in the States as well and the card is a UK card. But the main thing is I haven’t added the card yet, just clicking that icon generate that error message.
What kind of card are you trying to add? Have you traveled recently and/or changed regions? What country are you in? How old are you?

Adding the card is irrelevant until the settings error is determined and adjusted. There is a setting that has been changed that the system detects. The most likely cause is the region setting. Is location services enabled to Wallet app? Can you think of any settings you have recently changed?
What country/region is your Apple Account set for? Do you use a VPN, antivirus or cleaning software?
