That's correct. YouTube owned by Google, NOT Apple has made the decision to require phones running at least iOS 16. Apple has no control over Google or their YouTube App, so Apple cannot do anything to make the YouTube app run on such an old, out of date iPhone as iPhone 7. There is no way Apple can give you iOS 16 as the phone simply doesn't have the hardware required to support iOS 16. There are no cell manufacturers who are still updating 9 year old cell phones.
You have to accept that while the iPhone 7 was a great iPhone, it's glory days passed long ago. It was released in 2106, 9 years ago. It's an antique in iPhone years and yes, if you want current Apps, you'll need to invest in a new iPhone.
