It may be helpful to provide more information as I can only guess this is what happened:
You had a fraudulent charge and reported to your bank and you continue to see charges on your new card. If that is the issue, it is because your bank did not block the future charges and simply issued you a new card. Banks and specifically the PNO (VISA, Mastercard, etc) use an Automatic Billing Updater that transfers any recurring charge to your new card. The service is intended as a benefit to the consumer to prevent interruptions in recurring or Card on File charges, but as you can see fraudsters can also use it too. Your bank is well aware of how this process works as they participate in the program and they will need to further assist you in resolving the problem.

In that case, it makes no difference if you add the card to your wallet or not. That is not the cause of the problem and you would continue to see charges whether it was added or not. Apple is not giving out your account information, it is your Bank/PNO.
