Imported music from iTunes for Windows not appearing

I have a lot of music that I purchased on CDs or MP3s from other services, and imported them into iTunes for Windows years ago, in many cases, as well as more recently.. Always used them on my iPhone just fine. But now most of them don't appear, with " “not currently available in your country or region” Tried resetting the warnings in Edit | Preferences | Advanced, tried restarting the phone, made sure Music app on phone was up to date. Nothing worked. How can I fix this, please?

From the user tip:

If the method above has not worked for you then a more comprehensive approach is to backup your device, restore as a new device, then restore your backup. All of your media that you want to restore to your device must be in your library before you try this. You should ideally backup your device to both your computer and iCloud in case one of the backups doesn't work when you try to restore it.

I saw that, but with all due respect, I am deeply skeptical. I have used wipe/restore techniques for many kinds of software issues and their track record, I find, is somewhat spotty. The reason is that the data corruption that led to the problem in the first place can often still be there in the backups and thus the problem often persists after a restore. On the other hand, when caches are involved, clearing them and letting the software recompute the cache is a family of techniques that almost always works.

Looking again at the "delete the music" strategy, I noticed that even after deleting it, over 800MB of data was still associated with Apple Music. Persistent cache? So I just deleted the Apple Music which claims it will wipe all (local) files. I'll have to try reinstalling and resyncing when I get home tonight to see if this worked. Fingers crossed.

Media is not included in iOS device backups, which is one reason the strategy may be successful when more surgical attempts are not. You start with a factory state version of the OS, then introduce the parts of your data that the restore system can make sense of. Hopefully removing and reinstalling the Music app alone will be as effective for you on this occasion.

Alas, that did not work. The UI in current version of iOS is a little different, deleting all the music isn't an option until you've deleted all artists listed, which was (fortunately???) just a small subset of what was really there. But then finally I could delete everything. Reset Warnings button on iTunes, tried syncing again. First time, instantaneous. Nothing. Second time, a handful of CDs appeared to sync. Several more times, finally seemed to be actually copying files. But nope, still not there. Other suggestions, anyone?

I am quite startled to see that this problem has been plaguing people for multiple years now, with most reports failing to be resolved. Not reassuring.
