Unable to set up Apple Music child account on PC or Android

I'm trying to set up a child account under my family plan for Apple Music. I do not use any Apple devices. When I try to create it on PC, there is no option anywhere to add an account. When I try to do it through Apple Music on my android I get all the way to the "Ask to Buy" screen, but it won't let me progress any further. I tap the next button but it won't do anything.

My understanding is Apple's features for Family Sharing on an Android are minimal. While according to Use Family Sharing with Apple Music on Android - Apple Support

you can have a child in the family for sharing Apple Music, it may be possible this doesn't extend to other Fmaily Sharing features such as Ask To Buy. Contact Apple and ask them.

Could that earlier account have been set up using a Mac?

I already have one child on my family plan, I just cannot for the life of me figure out how to create and add another child account. I've even tried just creating an account to add to my family plan later, and I can't even get past the screen to set up an email address. And I can't bypass the "Ask to Buy" screen, it's literally just part of the process of setting up the account so that it can stop them from buying things. I hit Next, and it's like the app just will not move to the next screen. Is there not a way to do this over a PC browser?
