Apple Maps using 22 GB of storage on iPhone

I use an older iOS version and you are right, it isn't there. I tend to use a different mapping app which is friendlier for offline use (I use mine mostly when abroad and do not have constant access to the Internet) and you can delete unwanted maps from the app itself. I suggest you try to do a general web search about this. I see many questions and solutions of varying effectiveness. Sometimes the solution is to delete the app entirely, including all its data, but for some it requires an entire resetting of your device.

By the way, same for Google Maps.

Tap on Maps as shown in your image and delete some maps. These are stored on your device for offline use but you may have some for someplace you visited years ago.

Press on “Review Large Attachments” and delete anything that is excessively large.

You have something very large that is consuming your space. Keep trying and you should find it.
