Photos app not opening or lagging after reinstalling macOS

I had two malware issues and had to wipe my computer to get rid of them. I first backed up my hard drive with Time Machine. After reinstalling Tahoe, I tried to reinstall the photos from Time Machine. Now the photo app will not open at times. Other times it lags for a couple of minutes.

I have a 2021 Mac desktop with 2tb of storage. 1.8 available. Everything was working fine before the reinstall. I did restart in safe mode multiple times. I have also been on the phone with a senior advisor from apple but the issue continues. I do not want to reinstall other programs until this issue is fixed.
