My Apple Watch cosmetic peeling off is this fixable??

Sorry, but unless Apple includes these "cosmetic issues" in an Apple Watch Service Program, there is nothing you can do, without having to pay for it.

Maybe you should visit an Authorised Apple Service Provider and ask them about getting the paint fixed.
