MAC safari in Tahoe returns to top of the page

MAC safari in Tahoe returns to top of the page when switching apps or tabs instead of staying in the same place. This is very disconcerting when researching various articles as it requires me to scroll down to find where I was before. Anyone have a fix. Apple support suggested I clear my cookies and cache which did not work.
