If recovery after permanent deletion were possible — it is not, permanent means permanent — the screams of outrage and anger about the potential for message recovery after permanent deletion would be audible from orbit.

You can potentially get screenshots or videos from another participant, as they can still have their copies.

If you manually deleted it from "Recently Deleted," it doesn't matter how recently you did it; it's gone.

If the message is not in Recently Deleted, then 30 days have passed and the message has been permanently deleted.

Permanent means just that. The message is gone.
