can't get 2 step verification, can't answer security questions or change questions and answers

I can't set up 2 step verification. It asks me security questions that apparently I don't have the right answers for. I click the little thing that says "don't remember your questions?" or whatever the exact phrase is. I receive an email with the text: "You recently made a request to reset your password or unlock your Apple Account. Please click the link below to continue. Reset Password or Unlock Apple Account". Pretty sure my issue is the questions I can't answer, not my g-d password. Also I can't contact live chat because I get an error message every time, but no indication as to what the error or is or what I should do, other that "try again". Which of course I have been doing for the last hour. I'm going mad, I just want 2 step verification set up!

I have never seen anybody post about receiving that email in response to trying to set up two factor authentication. Contact Apple about the issue with signing up for 2FA. They will ultimately need for you to be able to prove to their satisfaction you are the account owner.

Re. trying to contact Apple, you don't say where you are located. Apple does not have live support in all countries. Many telephone numbers are country-specific. If you are in country X with your account set to country Y, you have to work with country Y but phoning them won't work from X. I am also guessing that support may not be 24 hour. Are you trying to contact them during normal business hours?
