Problem with setting up iCloud via the settings

I bought this second hand iPhone 11 Pro Max 64gb iOS 26. With no iCloud on it. I was able to successfully login my iCloud via the AppStore and it also logs in the settings too. When I click on setup iCloud in the settings it tells me “ Could not communicate with server and “ Could not sign in. How can I fix this issue
