Control Center is not showing up in System Settings on my MacBook Air 13 M4 that is running Tahoe 26.1. Everything else seems to be there, but in the left side menu there is no Control Center.

Correct, it is not supposed to be there (any more, though there was a settings pane for that in Sequoia). Those settings are now mainly in System Settings > Menu Bar.
You can also edit the Control Center from within the Control Center.

Unfortunately Apple cannot make up its mind how to organize the System Settings. They seem to keep moving things around with every release. Use the "Search" feature in System Settings to find the setting you want.
