Will resetting one iPhone affect another iPhone's data?
I have two iphones' on my account a 13 and 17. If I reset 13 will it affect the information on my 17? Thanks.

No, it will not.
You just don't want to start manually deleting photos/files from the iPhone 13 that are using iCloud as that will delete them from the iPhone 17. The Factory Reset of the iPhone 13 will not do that.
