Read an issue: Click the issue’s cover to open it, then swipe with two fingers on trackpad or mouse to move between pages or stories. You can also press Command and the arrow keys.

I'm missing something, a setting perhaps. What do you mean by 'turn pages'? When I browse magazines on News+, I scroll down through the full story. Swiping left/right moves from one article to the next. Is that what you mean by turning pages? If so, check System Settings > Trackpad > More Gestures and see what you have for Swipe between pages. If it is set to Off, select another option.
