Restore iPad, Can't "Verify Payment Information" at setup.

Restoring iPad. Signed in to AppleID. I am now asked to "Verify Payment Information" for a credit card I no longer have. I am unable to get by that screen in the iPad setup. I can't remove the card as it is the only card on the AppleID. I am not able to add a new card, as I am stuck at the "Verify..." page. Any assistance would be helpful All help I have found on the web assumes the iPad is already set up and advises just add a new card.

I have also tried logging in to the AppleID via the web. Same problem.
