locked volume in loudspeaker audio mode

When I use the loudspeaker, the volume is locked and cannot be lowered—it stays at full volume. I’ve tried adjusting it using the side volume buttons and the control center, but it doesn’t change. in iphone 13 with IOS 26.1

You can see that the button is transparent, which indicates it is locked and cannot be changed.
