iPhone shut down while driving

My iPhone updated to IOS 26 while I was driving and yes the automatic updates were off. It asked to reset or dismiss. I hit dismiss. It reset and would not turn back on without being on the internet. I use my phone for business and I had to drive all the way to my office to connect and get back on. Why? The reason I use an IPhone to not have these issues.
