Can't open desktop documents on Ventura
I am not able to open documents saved to my desktop. Operating Ventura13.7.8. I get 2 opposing arrows in circles when selecting file.

Try to start up in Safe mode, then normal boot which could solve your issue
Start up your Mac in safe mode – Apple Support (AU)
