Weather complications missing in Watch app on iPhone

Weather Complications missing in Watch App on iOS 26.1, iPhone 12

The 26.1 upgrades to my wife’s iPhone 12 and Apple Watch 8 completely changed the complications. When trying to edit these in the Watch App the Weather complications were missing. After checking settings against similar problems and comparing against my iPhone 12 and Apple Watch 6 (both at 26.1), the problem can be summarised vis:-

1) When trying to add the Weather complication to a watch face without this, “Weather” does not show up in the list of complications. 

2) When trying to edit an existing weather complication, it shows in the list as “Off”.

3) Both of the above apply to existing watch faces and new faces downloaded from the gallery.

4) A downloaded watch face that includes a weather complication can be uploaded to the watch and the complication will work.

5) The weather complication can be added and changed by editing on the watch.

6) My devices have no such issue.
