Mac app notifications only display when the app is running

My Mac’s app notifications won’t display unless the corresponding app is running in the background. This is frustrating because the app exists on both my iPhone and MacBook, so I can’t even enable my Mac to show iPhone notifications if I wanted to. The notifications come flooding in the moment the app is open, but none come through when it’s not. I believe the notification settings are correct (as attached), and I’m not in any focus mode. Is this a feature or a bug?


Ps: I'm on macOS Sequoia 15.7.1 (Not the latest version, but this problem still exists in prior versions as well)
