Is Keynote the best software for you to use for the collage?

If so: Maybe add an image to a slide, add another image, repeat until done.

I kind of agree with brbo - Keynote can do this, but it will require you to manually position each photo on each slide and set transitions, wipes, etc. manually. There's no one-click option for this.

For many use cases, Photos.app does a better job in much less time. Just select your photos (or an entire album if they're in an album) and choose File -> Create -> Slideshow. Within seconds Photos will collate the images into a slideshow.

The default slideshow is... <cough>boring</cough>, just paging through the images one-by-one, but you can expand the options on the right hand side to expose more options:

Personally, I like the Origami since it creates varying transitions between each picture.

For each slide, you can edit and reorder the images if you don't like what Photos came up with, and when you're happy you can use the Export button at the top to export it as a movie file.

If you want more (such as incorporating the slideshow in the middle of a larger presentation), you can place the movie on a slide in Keynote and have traditional slides preceding/following the movie.
