I had important passwords and photos saved inside my Notes, which disappeared after I switched out my Apple ID(everything stayed the same except this). The only acc under notes accounts in settings was the iCloud one. Unfortunately, they were not in sync with iCloud so they can’t be found under that. I need to get them back if possible! I have tried a lot of different methods, but they were unsuccessful.

Things you sync with iCloud are tied to the Apple Account they were synced to. It's usually not a good idea to ever change your Apple Account. If they weren't synced to iCloud, they are gone, unless you backed them up somewhere.
