iPad 7th gen stuck in recovery, restore failed

I have an iPad 7th generation, and it has been stuck in recovery mode for years now. I have tried to restore it with the Apple Devices app on Windows 11 but it didn't work. Any suggestions?

From the article I linked above:

”If you can't reset your iPad with a Mac or PC, you can use iCloud.com to erase your iPad then use a backup to restore it or set your iPad up as new.”
