Cannot turn off Apple Intellegence Reporting

When I purchased my iPhone 17 about a month ago, it came with iOS 26.0. I upgraded to 26.1 and found I couldn't disable Apple Intelligence Reporting. It seems others have reported this issue as well. I tried troubleshooting to disable this feature, but to no avail. I hoped the 26.2 version would resolve this, but it hasn't, and I still can't disable the button. I'm reaching out to the Apple development team to ensure they fix this bug in the upcoming 26.3 update. It makes me feel like I have only partial control of my phone. I think this bug is hit or miss because of the way it is being reported.
