While running iOS 26.1, I could not change it because of "setting is managed by your organization" issue mentioned in other threads. I do not have any management profiles.

Just upgraded to iOS 26.2, and while that did solve the management issue, I still do not have either of the "Ask" choices that should be available.

That's odd. I updated my iPhone to iOS 26.2 and I have the option to now choose Always Ask.

Did you Force Restart your iPhone after you updated (something I do after EVERY iOS update) --> Force restart iPhone - Apple Support

I'm not sure what to suggest then. My phone wouldn't let me choose Always Ask, so I contacted Apple Support some time ago and they told me it was a known issue and would be resolved in an update. For me, iOS 26.2 was the update which fixed it.
