If you logged into a scammer's account on your iPhone – or gave scammers the means to do so – the phone is very likely lost to you. The scammer probably put your phone into Lost Mode. If the phone is in Lost Mode, Apple might refuse to unlock it even if you had an original receipt from Apple or an Apple Authorized Reseller.
Next time, do not log into a scammer's account, no matter what sob story they might tell about needing to "borrow" your phone, or what goodies they might promise you if only you log into their account.

to a physical apple store and asking other customers their advice
non of us has any ties or means to communicate with apple
if they blocked the IMEI number with carriers the only ones who can do anything are the carriers it's blocked by
best you can get are means of how to contact them

but again if the IMEI is blocked by carriers then it's not even a question who made the phone, in that respect it's all in the same boat.
You can't. Recycle it and buy a new phone.
