Short version, if the app was installed with an installer, then use the developer's uninstaller to remove it. If the app was installed from the App Store or a 'drag to Applications' .dmg file, then drag the app to the Trash.
The latter approach (and sometimes the former one, too) will often leave behind small preference files, etc., and if that's of concern you can use an application like the free EasyFind to search your ~/Library folder for app components.

FWIW, I've used the free AppCleaner successfully for a number of years. Never once caused a problem but, there's always a first time.
The official way to uninstall an app on macOS is to drag it to the trash. Developers that don’t follow the rules wind up dropping little mouse turds of code all over the system. It’s very hard to rack them all down. So-called uninstaller apps can make mistakes and delete files that shouldn’t be deleted. Then all you-know-what breaks loose.
