iPhone 15 won't play videos

I have an iPhone 15 pro and recently installed the newest IOS update. Since doing that I have no been able to play any of the videos I have in my iPhotos or google photos app. It says "unable to load video. An error occurred while loading a higher quality version of this video" - I have restarted my phone, changed the photos settings. Can anyone give me some guidance?
