I had issue before and fixed it...I just can't remember the fix.

Did this happen after upgrading to Tahoe? One change is that Tahoe enables FileVault by default, and since FV incorporates your login password into the cryptographic key stored in the Secure Enclave, you must log in to the machine for it to fully boot.
