The 'translate' option appears universally through numerous applications, whether apple or not, but here it is nowhere to be seen!

You have opened the PDF in Apple's Quick Look, not Preview. Double-click the PDF to open it in Preview, select some text, and then right-click on that text to select Translate from the secondary menu.

I think you, like the OP, mean QuickLook instead of Preview. Translate does appear for a pdf in Preview.
And if using it in QuickLook requires taking a screenshot (which does work), one might as well just double click and open the file.
You are not opening Preview when pressing the space bar. This activates QuickLook.
If you do open the pdf in Preview (e.g. by double clicking on it), then Translate is available.
