Hi magdalen23,
Re: How to easily toggle Siri on and off?
For an iPhone with iOS 17: Apple support's article may help: Use Siri on iPhone - Apple Support
Eg: says:
"Set up Siri : If you didn’t set up Siri when you first set up your iPhone,
... do any of the following:
- If you want to activate Siri with your voice:
Go to Settings > Siri & Search, tap “Listen for,” then choose “Hey Siri”
( Eg: Say “Hey Siri,” then ask a question or make a request.)
- If you want to activate Siri with a button:
Go to Settings > Siri & Search,
then turn on Press Side Button for Siri (on an iPhone with Face ID)
or
Press Home for Siri (on an iPhone with a Home button).
You may not need to turn Siri off, or on again.
Once you start using your voice, (or pressing a button) whenever you want to use Siri, you could keep Siri on. (Siri will listen for your voice, or wait for a button press to activate.)
To change additional Siri settings, see how to: Change Siri settings on iPhone.

Use Voice Control on your iPhone, iPad, or iPod touch - Apple Support
Eg: says:
Voice Control isn't available in all countries or regions.
Voice Control uses the Siri speech recognition engine for US English only.
There's much more in the article, or it may be simpler to watch the Apple Support video (link below):

Re: Mac OS Sonoma Mac book pro" : See how to: Use Siri on Mac - Apple Support\
Eg: says: "Turn on Siri
- On your Mac, choose Apple menu
> System Settings, - then click Siri & Spotlight
in the sidebar. (You may need to scroll down.) - On the right, turn on Ask Siri if it’s not already on, then click Enable.
If you try to activate Siri when the option isn’t selected, you’re prompted to enable Siri.
You must be connected to the internet to use Siri."
