4.4G for iCloud backups but with 0 devices backed up

This usually means there’s a leftover backup Apple hasn’t cleaned up properly. It can happen if you wiped a device, turned off backups, or switched Apple IDs at some point. The device won’t show as active anymore, but the old backup is still sitting there eating space.
If you tap iCloud Backup and don’t see anything to delete, try going to Settings then iCloud > Manage Storage. A “phantom” backup often shows up there and can be manually removed. If it still doesn’t appear, it’s an iCloud sync bug and Apple support is usually the only way to clear it.
So which devices are you backing up in iCloud? iPhone? iPad? Watch? Mac?
Photos, Music, Contacts, etc. are not devices.
Both my iPhone and my iPad automatically backup to iCloud and it shows 2 devices.
And it looks like you are almost out of storage for you free 5GB plan. Consider upgrading to iCloud+.
I'm not intending to back up any of my devices to iCloud. I do own an iPhone now, which I sync with another provider (Nextcloud). I've had laptops and tablets in the past, but I honestly can't say which were backed up -- probably I just wasn't paying enough attention.
