Is there any way to customize the OS X (Sequoia) weather app? The interface is cluttered with a lot of info I never use (UV index, sunset, visibility, etc.) that the components I do use (wind) are a bit lost. And is there a way to add high/low tide?

There are a lot of third-party weather apps available. It might take a while to find one you like but I bet there's one out there.
There are many free weather apps on the App Store. One is the free one from the NOAA. There are many paid app ranging in prince form $0.99 to $30.99. Most are in the $3.99 range.
I'm sure one of them should meet your specifications.
